Strengthening regional collaboration and citizen engagement in the South Baltic area for effective climate action.


Overview: The Building Capacity for Baltic Climate Action (BALCA) project aims to enhance the ability of local actors in the South Baltic area to collaborate effectively at both local and cross-border levels. Through exchanging knowledge and experiences, it works to improve the capacity to engage and motivate citizens to adopt sustainable behaviours that reduce their climate footprint.

Key Objectives: The project seeks to create a collaborative framework where local actors and citizens tackle common challenges such as transportation and consumption by developing coordinated climate action strategies. It emphasises involving citizens actively in designing and implementing solutions that foster behavioural change.

Main Activities: Activities include forming citizen-led action groups comprising working-age residents, co-creating motivating and practical climate action plans, and facilitating cross-border learning through sharing best practices, methods, and lessons learned. A central component involves developing a multilingual, accessible toolkit to guide local actors in inspiring citizens towards sustainable behaviours.

Impact: The project strengthens the regional capacity to implement effective, region-specific climate solutions by promoting mutual learning across borders. Engaging local actors and citizens in participatory planning fosters ownership, responsibility, and behavioural change, contributing to broader climate goals and ensuring long-lasting, scalable impact across the South Baltic area.
