Interreg V-A Poland – Denmark – Germany – Lithuania – Sweden (South Baltic) Programme 2014-2020 Technical Assistance project (SB TA project) aims at ensuring professional and efficient management and implementation of the Programme, which will result in the sound use of the ERDF funds and in reaching the SBP’s objectives. In particular, the SB TA project will be used to finance the implementation of tasks of the Joint Secretariat and the Contact Points as described in Chapter 5.3. of the Cooperation Programme.
The project partnership will consist of the Center of European Projects acting as the Lead Partner and the following institutions acting as project partners:
– WITENO GmbH (responsible for Contact Point of Mecklenburg-Vorpommern in Germany,
– Region Zealand (responsible for Contact Point Zealand in Denmark),
– The Regional Municipality of Bornholm (responsible for Contact Point Bornholm in Denmark)
– Regional Council in Kalmar County (responsible for Contact Points Kalmar, Blekinge, Skåne and Kronoberg in Sweden),
– Joint Technical Secretariat (responsible for Contact Point Klaipėda, Tauragė and Telšiai in Lithuania)
– Marshall’s Office of Zachodniopomorskie Region (responsible for Contact Point Zachodniopomorskie in Poland),
– Marshall’s Office of Pomorskie Region (responsible for Contact Point Pomorskie in Poland),
– Marshall’s Office of Warmińsko-Mazurskie Region (responsible for Contact Point Warmińsko-Mazurskie in Poland),
The day-to-day management, reporting and monitoring role within the project will be the responsibility of the Joint Secretariat as a part of the Lead Partner’s organizational structure. Project partners will be responsible for the management, reporting and monitoring of activities implemented by the Contact Points in the relevant regions.
The technical assistance costs will comprise preparatory, management, monitoring, implementation, evaluation, information, dissemination and control activities of the Programme and preparation the programme for the 2021-2027 perspective, as well as activities to reinforce the administrative ability to implement the Programme In particular, costs will be related to the following project activities carried out by the Joint Secretariat and the Contact Points:
The Joint Secretariat
1. Management of projects applications, assessments, contracting, monitoring, reporting and the reimbursement processes for all projects,
2. Implementation of the Programme and preparation of the 2021-2027 programme,
3. Support to the Monitoring Committee
4. Communication, promotion, dissemination and capitalisation
5. Support to potential applicants
6. Coordination of the Contact Points.
The Contact Points, in particular, shall perform tasks related to the following three areas:
1. Management and coordination:
2. SBP promotion, project development and training:
3. Communication, dissemination and capitalisation of SBP achievements.
Actitivities performed by the JS in particular years of the project are based on the annual acitivity and communication plans produced on annual basis. Activities of the Contact Points are based on the Annual work plans submitted to and approved on annual basis by JS.
