Type of system: decentralised First Level Control.

Designation of the controller: Only state-authorised public accountants may control and confirm expenditures that will be declared by project partners from Mecklenburg-Vorpommern in the partner progress reports. Project partners can use the public index of the German Chamber of Public Accountants http://www.wpk.de/wpvbp-verzeichnis/ to find state-authorised public accountants in their region.

Project Partners shall choose a first level controller project specifically and in compliance with national public procurement rules. The chosen first level controller has to be approbated by the National Approbation Body in compliance with the General Principles on first level control. The approbation procedure has not changed in comparison to the South Baltic Programme 2007-2013. Project Partners and their First Level Controllers have to fill in Annex 1 of the General Principles and send it to the Approbation Body which will confirm the first level controller by issuing Annex 2 of the General Principles.

Only when being approbated the first level controller receives an access to the reporting system SL2014 in which she/he will electronically confirm the project partner’s expenditures. Project Partners from Mecklenburg-Vorpommern are therefore strongly advised to contract and organize the approbation of their FLC well in advance before the end of the 1st reporting period.

A supporting handout for the FLC in Mecklenburg-Vorpommern is currently under preparation. A first FLC seminar will be organized by the end of 2016 in Mecklenburg-Vorpommern.

Costs of the First Level Control: can be reported as eligible external expertise costs in compliance with the relevant EU regulations and Programme rules.
